Daylight Saving Basics
Not every country observes DST, and the US, Europe and Australia switch on different dates. Around transition weeks, the same 9am can be off by an hour. Use IANA zone names such as America/New_York instead of fixed UTC offsets.
Parts of North America, Europe and Australia; most of Asia does not.
Southern hemisphere transitions fall in opposite months.
Use IANA zones in calendars, not hard-coded UTC+8.
Double-check manually during transition weeks.
